Pourquoi Le Maroc N’arrive-T-Il Pas A Mobiliser Sa Diaspora Scientifique ? Analyse Critique

Abstract

ABSTRACT :

For more than twenty years, Morocco has been trying to mobilize its scientific diaspora for the creation of research and technology in service of the nation. Several programs have already been initiated to strengthen the network between these skilled individuals and national frameworks aiming for innovation and training (TOKTEN, FINCOME, and Maghribcom…). However, these policies have not yielded the expected results. A preliminary description of government mechanisms and a qualitative survey of five skilled migrants revealed various structural barriers, such as the lack of a strategic vision, failures in institutional coordination, the absence of recognition, and the gap between the diaspora's offerings and local demand. This article advocates for the involvement of the Moroccan scientific diaspora in the national innovation system, by providing an attractive, contractual, and inclusive institutional framework. It also offers policy recommendations that could have a significant impact on harnessing the diaspora's potential and meeting the requirements for national development.

RESUME :

Depuis plus de vingt ans, le Maroc tente de mobiliser sa diaspora scientifique pour la création de recherche et de technologie au service de la patrie. Plusieurs programmes ont déjà été initiés pour renforcer le réseau entre ces compétences et les cadres nationaux visant l'innovation et la formation (TOKTEN, FINCOME, and Maghribcom…). Mais ces politiques n'ont pas produit les résultats escomptés. Une description préliminaire des mécanismes gouvernementaux et une enquête qualitative auprès de cinq migrants qualifiés ont révélé diverses barrières structurelles, telles que le manque de vision stratégique, les échecs de coordination institutionnelle, l'absence de reconnaissance et le décalage entre l'offre de la diaspora et la demande locale. Cet article plaide pour l'implication de la diaspora scientifique marocaine dans le système national d'innovation, en fournissant un cadre institutionnel attrayant, contractuel et inclusif. Il propose également des recommandations politiques qui peuvent avoir un impact significatif sur l'exploitation du potentiel de la diaspora et les exigences pour le développement national.
